The Senate is not in session today, and plans to return on July 6th, assuming the House adopts the adjournment resolution (S.Con.Res. 31) at some point during the day.
There are no committee meetings scheduled for today.
The House returns first thing in the morning after a late night of work on the Interior-Environment appropriations bill, which remains the unfinished business.
But the House is also expected to take up H.R. 2454, the American Clean Energy and Security Act of 2009 (aka, ACES) afterward, and that could mean another long, long day. Well over 200 amendments were submitted to the Rules committee, and although I haven’t seen official word on how many they’ll accept for consideration on the floor, I’ve heard at least one report that they might be trying to work out a way to deal with nearly all of them. And who knows what could happen in this environment:

That’s Rules Committee member Jared Polis (D-CO-02) tweeting about having to get out of bed to go back to work to try to settle the amendments issue at 1 a.m.
Between that, and the dreaded “???” entry for the prediction of the timing of the last vote, we could be looking at work running into Saturday.
UPDATE: Major reconstructive surgery in the amendments department last night. The rule for the bill is now available, and it looks like the 224 submitted amendments will be reduced to… 2. One of which will be a Waxman substitute, which suggests that there were major substantive changes agreed to on the bill itself last night.
Reports last night were that they were pretty sure they had a narrow majority for the bill. No word yet whether the changes represent concessions designed to firm that majority up, or whether the new position on amendments reflect a growing confidence in the bill’s passage, and the substantive changes to the bill are strengthening measures. We’ll have to wait for analysis to come in.
UPDATE 2: The day’s proceedings on the House floor reportedly begin with progressives trashing the bill.
If you’d like to see for yourself what movement there was overnight in the amendments, have a look at descriptions of the 200+ that were filed yesterday, and compare to the two made in order today. You can’t really tell what’s going on with the Republican substitute (though we know it’s the text of H.R. 513), but it’s likely the Waxman substitute is constructed from among the many amendments pending yesterday. Which ones are in and which are out will tell you what direction the change is going, and which votes they were after.
